AMERICA\u2019S Federal Reserve Board and the Bank of .Japan (BOJ) are two most important central banks in the world, steering the monetary policies of a pair of economies which together account for more than half of the industrial world\u2019s GNP. Which is better equipped to do the job? And which, In fact, is doing it belter?<\/p>\n
The answer to both questions should be the Fed. Political meddling is a notorious enemy of sound money(\u5065\u5168\u8d27\u5e01)\uff0cand the Fed, in theory\uff0cis freer from that than is the BOJ. Yet in the past couple of years, under its chairman Alan Greenspan, it lias given the impression, vvilli repealed interest-rate cuts, of being, in practice, unduly political. This\uff0cin a job where impressions count and \u201cpolitical\u201d is another way of saying fickle, has weakened the Fed’s ability lo fight innatiou. Worse, many in Congress seem set on trimming even its statutory independence.<\/p>\n
The BOJ too has eased interest rates since last suminer, but only after it had pushed them higher, for longer, than almost anyone expected. Under its governor, the BOJ since 1989 has earned a reputation as \u201cAsia\u2019s Bundesbank (\u5fb7\u56fd\u8054\u90a6\u94f6\u884c\uff09\u201d<\/p>\n
It was early June and Peking wore the green lace of spring, its thousands of willows and imperial cypresses making the Forbidden City n place of wonder and enchantment, and in many cool gardens it was impossible to believe in the China of breaking toil, starvation, revolution, and foreign invasion that lay beyond the glittering roofs of the palaccs.
