Scientists warn that if the world continues on the current path, global temperatures could rise by more than four degrees Celsius by the end of this century. That will affect everything from the world economy to the health of our citizens and the health of the ecosystems that sustain life on Earth, from energy, food and water security to international security. We know now that we cannot continue to burn our way to prosperity.

We can choose a different path. Rapid advances in technologies that produce energy from renewable sources and use itmace efficiently have made clean eaer*gy more affordable.than ever, and technologies are being developed that promise cleaner ways of using fossil fuels. Another major shift is at hand-a transformation of the world,s energy systems that will benefit people everywhere.

Growing up as a child during the Korean War, I knew poverty first-hand. I saw it around me every day; I lived it. I studied by candlelight. Conveniences like refrigerators and fans were unknown.

Today, I have seen a brighter energy future in a deeply impoverished region of Malawi, where low-cost solar energy mini-grids are powering modern technologies, such as smart phones and mobile broadband, the latest in drip irrigation and modern diagnost ic tests for malaria, that have the potent iaI to advance human well-being in ways that were not Ceasiblo even a Few years ago.

At a time when so many economies are struggling, some may claim that sustainability is a luxury we cannot afford. Rut the opposite is true: depleting our natural resources wi 1J deplete our chances of true prosperity. We need to reduce globaJ emission, conserve the wealth of nature, empower the world, s most vulnerable populations and catalyse low-carbon prosperity for all. None of this will be possible without a clean energy revolution.

今天,我在马拉维一个极度贫困的地区,看到了能源更加光明的未来,在这里低成本的太阳能微型电网为诸如智能手机、移动宽带、最新的滴灌技术、疟疾的现代诊断检测等现代技术提供能源,从而有可能以甚至数年前都不可行的方式推进人类福祉。

许多国家的经济都在挣扎之中,此时,有人会说,可持续性是我们承受不起的一种奢侈。但事实恰恰相反:消耗自然资源就会消耗我们实现真正繁荣的机会。我们需要减少全球排放量,保护大自然的财富,增强世界上最脆弱群体的权能,推动低碳繁荣,造福全体民众。不经过一场洁净的能源革命,这一切就都不可能
实现。

SECTION B CHINESE TO ENGLISH (60 POINTS)

冬天,在四周围都是山地的这里,看见太阳的日子真是太少了。今天,难 得雾是这么稀薄,空中融融地混合着金黄的阳光,把地上的一切,好像也照上一 层欢笑的颜色。

我走出了这黝暗的小屋,我扬着脖子,张开了我的双臂,恨不得要把谁紧紧 地拥抱起来。

由一条小径,我慢慢地走进了一个新村。这里很幽静,很精致,像一个美丽 的园子。可是那些别墅里的窗帘和纱门都垂锁着,我想,富人们大概过不惯冷清 的郊野的冬天,都集着向热闹的城市里去了。

我停在一架小木桥上,眺望着对面山上的一片绿色,草己经枯萎了,惟有新 生的麦,占有着冬天的土地。

说不出的一股香气,幽然地吹进了我的鼻孔,我一回头,才发现了在背后的 一段矮坡上,铺满着一片金钱似的小花,也许是一些耐寒的雏菊,仿佛交头接耳 地在私议着我这个陌生的来人:为探寻着什么而来的呢?

参考译文:In winter, sunny days were scare here, as it was surrounded by hills all around. Today, however, the fog was wonderfully thin and the air was filtered through with golden sunlight that tinted everything on the ground with a joyful hue.

I stepped out of the small dim garret—our office—where I was shut in all year round. I lifted my head and opened my arms wide as if to embrace someone in front.

I went ambling along a narrow path and came to a new village. It was a quiet and well-knit cluster of villas, like a beautiful garden. As I noticed the curtains of the windows were drawn and screen doors locked, I guessed the wealthy residents, unaccustomed to the cold and lonesome winter there, must have swarmed into the bustling city.

Coming to a small wooden bridge, I looked toward the hill opposite and saw a patch of green spread out on the slope. The grass there had withered and new wheat was sprouting up across the wintry hillside.

As a faint aromatic scent seemed to be wafting into my nostrils, I turned, only to find a stretch of a gentle incline thickly strewn with golden-coin-like flowers. They were probably the tough daisies, whispering in private to each other about this intruder: what on earth is he looking for here?
